If you have an Oracle database on Windows and the OracleVSSWriter service does not start and you see this error in the logs, you should change the method of starting this daemon to Log on to a local account in the services and apply. Default account NT SERVICE\OracleVssWriterXE or NT SERVICE\OracleVssWriter not working and you must change it to local account.
